The California Foundation for Independent Living Centers (CFILC) is a statewide disability organization that administers programs and serves as a membership association that connects California’s Independent Living Network. The mission of CFILC is to increase access and equal opportunity for people with disabilities by building the capacity of Independent Living Centers (ILCs).  

Position Overview

Under the direction of the Deputy Director, the Disability Disaster Access & Resources (DDAR) Program Coordinator works as part of the DDAR Program team to support the statewide DDAR network by providing coordination, technical assistance, and oversight to DDAR centers. This position focuses on ensuring program consistency, compliance with funder requirements, and effective implementation of emergency preparedness and response activities for individuals with access and functional needs (AFN). The Coordinator accomplishes this by training and supporting contractors in direct consumer services and in maintaining accurate reporting and inventory tracking.

This is a full-time, temporary, non-exempt position established to provide coverage during an employee leave of absence. The anticipated duration of the assignment is approximately three (3) months; however, the actual length of employment may be shorter or longer depending on operational needs and the timing of the employee’s return. Employment in this position will conclude upon the return of the employee from leave or when coverage is no longer needed.

This position may be performed remotely within California and may require occasional travel within California and, on occasion, outside of California.

Salary Range & Job Classification

Program Coordinator I: $22.40 – $26.90 per hour
Program Coordinator II: $24.65 – $29.60 per hour

This is a Regular Full-Time Non-Exempt position. CFILC offers a generous benefit program that includes vacation, sick time, medical, dental, vision, life & disability insurance, FSA, and retirement plan.

Position Responsibilities

  • Monitor DDAR Center compliance with funder requirements and program deliverables.
  • Provide technical assistance to DDAR Centers to ensure consistent statewide program implementation.
  • Train in activity implementation best practices and provide 1:1 support to DDAR Center staff.
  • Use and manage the statewide database to:
    • Review monthly DDAR Center reported data, ensuring they are complete and accurate and providing support as needed.
    • Document DDAR Center activities (e.g., outreach, training, material development, etc.), ensuring deliverables are being met.
    • Ensure monthly program data is transmitted to funder(s) in their requested format.
    • Archive and save data once a month.
  • Facilitate and moderate monthly meetings/trainings.
  • Provide information, referrals, and application assistance to consumers.
  • Coordinate public awareness and training activities for DDAR.
  • Travel may be required to facilitate and participate in public awareness and educational events that represent CFILC and the IL Network.
  • Recruit presenters and trainers for public awareness, training, and conference events.
  • Occasional evening/night and weekend work hours may be required to support outreach events.
  • Secure accessible training venues.
  • Book accessibility services for trainings and public awareness events.
  • Support coordination during disaster activations and statewide emergency response efforts.
  • Occasional evening/night and weekend work hours are required to support DDAR activation events.
  • Share the following responsibilities with the DDAR team:
    • Participate in and contribute to the annual DDAR Deliverable implementation plan.Track and maintain program inventory in a database.Work with the CFILC Communications Manager to create public awareness materials (e.g., blogs, newsletters, social media posts, etc.) that are shared with DDARCs.
    • Develop new partnerships to expand/support the California Disability Emergency Preparedness Partnership Network.
    • Provide progress reports at DDAR team meetings
    • Provide report outs at Statewide meetings
  • Identify opportunities for process improvement and support implementation of best practices
  • Travel as needed in California with occasional out-of-state travel
  • Other duties as assigned

Position Qualifications

Education and/or Experience

Bachelor’s degree in Emergency Management, Public Administration, Public Safety, Social Services or related field preferred. An Associate’s degree with additional relevant experience may be considered. Four years’ professional experience in program coordination, emergency management, public administration, with disability services or related field may be substituted for college degree.

  • Strong customer service skills;
  • Experience in Microsoft Office Suite, Teams and Zoom;
  • Experience working collaboratively with a team;
  • Leadership experience/group facilitation;
  • Experience with diverse, intersectional, marginalized and/or underserved communities;
  • Strong organizational skills and attention to detail;
  • Knowledge of database entry and data validation.

Preferred Qualifications

  • Multilingual;
  • Personal experience with disability;
  • Experience working with people with disabilities;
  • Familiarity with disability rights;
  • Familiar with Independent Living Philosophy.
