Position Summary for Public Policy Manager

Status: Non-Exempt
Hours: Full-Time
Salary: $32.00 - $36.00 DOE w/ excellent non-profit benefits
Location: Sacramento, CA

Description: Under the direction of the Executive Director, the Public Policy Manager will assist in the strategy, planning, and development of the organization's public policy priorities. The Public Policy Manager will drive the policy agenda for the organization and represent the interests of CFILC, its membership, and other partners in the California state legislature. The Public Policy Manager will provide management support, training, and technical assistance to CFILC's Disability Organizing Network (DOnetwork), and work in collaboration with a team of staff within and outside of the organization.

This is a membership and grant funding position contingent upon continued funding.

The California Foundation for Independent Living Centers (CFILC) is a statewide disability organization that administers programs and serves as a membership association that connects California's Independent Living Network.

The mission of CFILC is to increase access and equal opportunity for people with disabilities by building the capacity of Independent Living Centers (ILCs).

Job Responsibilities/Duties

Public Policy:
• Assist in the planning of grassroots and grasstops advocacy activities and strategies;
• Provide public policy meeting facilitation, training, and technical assistance;
• Manage, track, and report on public policy activities and strategies in a timely and effective manner;
• Work with advocates to promote organization and program policy priorities;
• Assist in the development of public policy messaging, marketing, and social media;
• Oversee public policy and advocacy efforts and activities to achieve positive systems change for people with disabilities and older adults;
• Monitor and testify at legislative committee meetings and hearings;
• Actively participate and engage in public policy partnerships that amplify the priorities of our agenda;
• Manage and supervise CFILC's Statewide Community Organizer and Statewide Youth Organizer to coordinate and represent at public forms, conferences, task forces, committees, government agency meetings;
• Work in collaboration with other members of CFILC's management team;
• Lead and collaborate with communication staff to coordinate public policy media outreach that promotes Independent Living Philosophy and disability rights, including through press releases, letters of support and opposition, earned media, letters to the editor, and social media.

• Develop, coordinate and track public policy progress and accomplishments in monthly, quarterly, and annual reports while ensuring compliance with grant requirements with CFILC management and staff;
• Present reports and outcomes to funders and stakeholders on a regular basis;

Execute other duties as assigned.

Required Education and Experience

Bachelor's Degree in public policy, political science, community organizing or associated field, and/or a minimum of three - five years in a paid public policy position.

Qualification Requirements

• Ability to work effectively in a fast-paced, deadline-driven environment with the skills to manage multiple projects and deadlines;
• Ability to effectively train and provide technical assistance to people with and without disabilities on public policy topics and the public policy process;
• Must be able to organize and facilitate meetings with small and large groups in person and virtually;
• Experience in working with multi-marginalized, diverse, and intersectional communities;
• Must be comfortable speaking publically, presenting, and proactively engaging at meetings;
• Ability to appropriately delegate responsibilities and monitor completion of tasks;
• Must be able to assist and support staff in managing and accomplishing advocacy campaigns;
• Must possess high-level computer word processing as well as computer communication application and software skills;
• Must be able to communicate effectively with a wide range of people and communities that do not always agree;
• Excellent writing skills including the ability to write professional letters, develop fact sheets, action alerts, collect and organize report materials and translate its content/data into clear, accessible plain language
• Knowledge of concepts and philosophy of independent living, history of disability rights, community-based services and programs, consumer empowerment, and self-determination;
• Must have experience and history in working on public policy;
• Ability to travel as needed throughout California and occasionally out of state;
• Ability to arrange necessary transportation and access it when needed to perform job duties.

Preferred Qualifications

• Bilingual English/Spanish/Cantonese;
• American Sign Language;
• Familiarity with disability rights;
• Personal experience in dealing with multi-marginalized issues;
• Personal experience with disabilities.
